Skills carry specialized workflows; `semantic-decision` isolates bounded
judgment with the current LLM by default and optional Cloudflare inference.

## Archetype workflows

`autopilot` runs exactly one workflow per archetype. Name the archetype, or let
`autopilot` route production work to `builder` from ticket state.
